The ExploRE project aims to identify and test strategic options to increase the utilization of renewable energy in the energy, climate, development, and finance sectors and help create a coherent environment among key players to increase the contribution to achieving Indonesia’s climate goals.

Policy Priorities :
ExploRE is supporting Indonesia to achieve its national target in energy transition and net zero emission, as mentioned in the Enhanced Nationally Determined Contribution (NDC), through intensive assistance in the drafting and/or the implementation of various strategic national documents and regulations, including:
- Presidential Regulation 112/2022 (on accelerating renewable energy development for power generation)
- National Medium-Term Development Plan (RPJMN) 2025-2029
- Strategic Plan of the Ministry of Energy and Mineral Resources (Renstra ESDM) 2025-2029, and so on.
Policy Targets :
ExploRE works on improving policy coherence to increase renewable energy deployment which will contribute to climate change mitigation. The project mainly works with Central Government by providing policy recommendation and capacity building while also facilitating inclusive policy development. Specific policy/regulation drafting and implementation which we are supporting are as listed above.
- Thematic study on green hydrogen development in Indonesia to support the drafting process of the RPJMN 2025-2029, which will be followed up with a development of an academic transcript to support the drafting of a government regulation (Peraturan Pemerintah) on clean hydrogen in Indonesia
- Presidential Regulation 112/2022: price evaluation for electricity generated from bioenergy, improving biomass potential mapping for RUPTL enhancement, and assessment on PLN’s RE Power Plant’s procurement process
- Assistance in the drafting of Renstra ESDM 2025-2029
- Drafting of action plan recommendation for South Sumatra’s RUED revision process, specifically on bioenergy sector development
- Capacity development activities in various topics, including carbon trading, financial modelling, and green hydrogen
