Programme for energy efficiency in buildings (PEEB)

Buildings account for 37% of global greenhouse gas emissions (GHG) from energy. The building stock is estimated to double worldwide by 2060 and cooling demand in new buildings is to triple. Yet the sector has so far played a minor role in climate mitigation and adaptation. PEEB supports the transformation of the building sector and the global building turnaround through financing for large-volume projects, policy advice and capacity building. PEEB brings together the financial expertise of the French development bank AFD, with technical capacities and networks of the environmental agency ADEME and GIZ. The project promotes the improvement of the strategic, regulatory and financial framework for the implementation of large-scale projects to increase climate mitigation in buildings. In 2024, PEEB will be significantly scaled up and expanded to 11 countries through the large-volume GCF project “PEEB Cool” co-financed by BMWK (total volume EUR 220 million). Within the framework of technical cooperation via the “Enabling Facility” implemented by GIZ (EUR 21.5 million, of which EUR 19 million via GCF and EUR 2.5 million co-financing BMWK/IKI), PEEB supports the transformation of the construction and building materials industry, the establishment of a conducive strategic and regulatory framework as well as support programs and innovative financial incentive schemes, capacity building and international knowledge exchange. PEEB develops action-oriented baseline studies that show the status quo and scenarios for GHG in the building sector. It also supports partner countries in developing financial support programmes ready for financing and and attracting climate finance, including through methodological work and advice on the use Article 6 mechanisms for building projects to mobilise private and public investments. The experiences are made available to a broad public through the Global Alliance for Buildings and Construction (GlobalABC) and other relevant international and national networks.
