Urban-Act: Integrated Urban Climate Action for low-carbon & resilient cities

Urban-Act supports a transformation of urban development towards low-carbon & resilient development in Indonesia, China, India, Philippine and Thailand. Urban Act Indonesia team work closely with The Ministry of National Development Planning (Bappenas) to support the pilot cities of the project including Padang and Medan in realising the low-carbon & resilient development.

Policy Priorities :

Urban Act project will contribute to enhance the Nationally Determined Contributions (NDCs) through promoting low greenhouse gas emission (energy related emission), Sustainable Development Goals (SDGs), capacity building, climate hazards, climate information system, climate finance and, gender and climate change.

Policy Targets :

Urban Act works in three different levels to support the NDC including:

At local level (pilot city), project will support city (1) to establish a policy instruments to aid the localization of policies and/or regulations for climate-sensitive urban development. (2) have integrated climate change aspects such as climate-sensitive land-use standards, emission standards, climate data, or climate risk criteria into their urban spatial or sectoral development plans. (3) complying with gender and environmental & social safeguards, have received funding approval for early project preparation of medium- to large-scale projects or implementation of small-scale projects.

At country level, capacity building or national training institutions develop training programmes or modules on climate-sensitive urban development promoted by Urban-Act, incl. GEDSI related content, for one of their curricula.

At Asia-Pacific level, there will be climate policy engagement that fosters intergovernmental, and city to city dialogue, knowledge sharing and cooperation, research on Indonesia’s Enabling Framework Conditions for Climate Finance, policy advocacy platform to build consensus among policy makers.

The Urban Act Programs has both National and Regional Component that include:
National component recent activity:

conducting an extensive policy review focused on instruments for climate-sensitive development. The primary objective is to identify and enhance the vertical integration of climate resilience and low-carbon policies between national and subnational levels.
Completing Indonesia’s engagement in the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) and in alignment with other initiatives, engage in one pilot city

Conducting City Enabling Environment (CEE) Assessment
One scoping study: review project financing.
Conducting webinar series on climate change and climate finance related issues.
